Number of oil spills

I have a question about that stimulus. There appear to be two arguments in the "industry agent's" passage. One says...
  • Business has actually both an expertise in managing oil and a knowledge associated with the expense entailed
    →
Business alone should-be in charge of devising protection requirements

Additionally, there was another debate that says...
  • Double-hull produces brand new security issues and could be burdensome towards the industry and consumers
    →
    Implementing a double-hull suggestion isn't feasible

Today clearly issue is mostly focused on the second debate, most likely because that argument mores goes resistant to the environmentalist's declare that "govt. has to require oil businesses to place two fold hulls on the tankers..."

However, could the question have asked us to strengthen either argument? If you don't, why not?

Just to help others out if any other questions exist, (B) (C) and (E) never connect with the debate anyway. At the same time, (A) weakens because it shows why the double-hull may be a very important thing. (D) may be the correct solution as it describes more info on the security issues, perhaps showing the reason why these problems result in the double-hull not possible.
